新型合金材料与前沿材料单元(GX-01)

产业基础

保定新材料产业起步相对较晚,但发展迅速、优势和特色显著,目前主要分布于先进金属材料、新型功能材料、高性能纤维及复合材料、前沿新材料、新型建筑材料等领域,主要产品涵盖合金材料、功能性中间合金、碳化硅、石墨烯、热塑性聚氨酯弹性体(TPU)、光磁记录材料、膜材料等。截至2023年底,全市共有440个规上企业,总产值达到489亿元、营收526亿元,拥有中国钢研、四通新材、隆泰丰博、邦泰氨纶等一批优势骨干企业,建有国家、省、市三级科技创新平台395家、重点实验室81家、技术创新中心296家、省级产业技术研究院18家,产业正加速向高端迈进。

产业功能

本单元将以总部经济为重点,加速引聚全国新型合金材料与前沿材料领军企业,建设院士工作站和产业技术中心,切实夯实产业技术支撑与自给能力。加快推进莱赛尔纤维、熔纺氨纶切片及纶丝、维赛复合芯材料等一批重点项目建设,打通先进合金高温合金制备工艺流程,突破高端膜材料产业化制备瓶颈,推动碳纤维材料、高纯石墨烯材料、高性能摩擦材料、航空刹车片、绿色新型耐火材料等产品规模化生产与全景式应用。建立健全工程设计、标准制定、检测认证及质量管理等产业服务支撑体系,打通新材料“研发-制备-应用-服务”全链条,促进产业整体竞争力提升。

低空装备和轨道交通装备制造单元(GX-03)

产业基础

高端装备制造成为国家重点扶持的战略性新兴产业重点领域,其链条长、应用场景丰富、创新动能显著的特点逐渐显现,2020年至2023年间的平均市场增长率超过30%。保定在低空装备、轨道交通装备制造领域具有显著先发优势,低空装备领域的零部件制造、整机试验服务基础基本完善,轨道交通装备领域拥有河北京车、中铁电气工业两大“链主”型企业,产业集群化、价值链高端化发展态势不断显现,对经济社会的赋能作用有效加强,有望成为保定承接京津雄高端装备制造成果转移的重要基座,助力保定制造业高端化、智慧化、绿色化跃升发展。

产业功能

本单元将立足玄云涡喷动力等高端装备重点企业布局基础,全面协同华北电力大学、河北大学等周边高校资源,以产业链补链、建链为核心,夯实基础设施、要素、政策等全方位服务保障。在低空装备制造领域,积极承接京津涡轮发动机、飞控系统、旋翼机片等关键部件成果产业化测试,招引落地无人机、低空机器人等高端设备产线,并为先进产品和技术成果开放物流运输、应急救援、低空文旅、智慧城市等公共服务试验场景。在轨道交通装备领域,依托京车轨道交通产业园等重点项目建设,引聚轨道交通系统研发、核心零部件生产企业,推动本地有意愿与轨道交通装备产业配套的机加工、新材料、电力电气等企业发展,打造先进轨道交通装备产业集群和产业基地。

第三代半导体研发单元(GX-04)

产业基础

保定第三代半导体产业起步较早,产业集中度高、特色鲜明,集中布局于碳化硅单晶衬底、复合图形衬底、封装基板、芯片和第三代半导体应用等环节。2023年,全市共有规上企业2家,产值12.11亿元。其中,河北同光半导体、保定中创燕园半导体等企业技术优势显著,河北同光在碳化硅衬底方面处于国内领先位置,已成功研发6英寸导电型碳化硅衬底和6英寸半绝缘碳化硅衬底;中创燕园则依托北京大学宽禁带半导体研究中心,具有可持续的技术实力与人才支持。产业与本地新能源汽车的协同配套效应突出,产业增长前景可观。

产业功能

本单元依托区域内河北同光等领军企业和研发机构,将积极对接引进国内面向5G的微波射频芯片与器件、光电芯片和器件等相关企业,大力支持骨干企业与中国电子科技十三所、中科院半导体等科研单位加强对接、密切合作,联合搭建第三代半导体联合实验室等创新平台。以高强度、大尺寸、低缺陷、高性能和低成本为主攻方向,加强第三代半导体碳化硅、氮化镓衬底材料等关键材料的研发和高精度加工技术水平,开发电子级多晶硅、大尺寸单晶硅等新材料。完善晶圆测试、芯片封装和封后测试等共性服务,共同推进半导体材料在电力电子、光电领域及其他相关领域的应用,打造产学研用高度协同的第三代半导体产业化高地。

节能环保专业服务单元(GX-06)

产业基础

保定紧抓“双碳”战略机遇与产业绿色化升级需求,大力发展节能环保产业,目前已培育了一批优势骨干企业,产业环节涵盖环境工程、环境检测与咨询、污染治理设施运营等生产性服务全流程,国内市场的占有率和影响力不断攀升,2023年共拥有规上企业80家,天河环保、河北赛高波特流体控制等重点企业的“链主”潜力不断显现,在综合性勘察设计施工、环境工程实验测试等方面的专业能力与服务水平位处全国第一梯队,低温薄壁蜂窝催化剂制备、危险废物综合利用、高温蒸汽处理单元的材质及防腐等关键核心技术不断突破,“全国碳中和产业之都”建设质效日益增强。

产业功能

本单元将立足全市经济社会绿色化、可持续发展需要,积极对接天津大学等京津高等院校和研发机构,大力扶持节能环保专业技术研发,推进污水处理、工业固体废物处理、污染土壤修复、节能监测等节能环保专用设备装备研发,梯次布局烟气脱硫脱硝、除尘等大气污染控制设备及相关制剂试验与测试项目。加速建设静脉产业园区、推动节能环保生产性服务业集聚布局,引进节能环保专业咨询机构与信息化服务系统,探索与京津雄等地形成节能环保政策协同与服务联动,打造保定“碳中和”节能环保服务特色品牌。

人工智能与智能装备单元(GX-07)

产业基础

以数据服务和国家数据标注试点基地为基础,保定新一代信息技术产业发展势头强劲,资源加速集聚,目前已经成功落地科大讯飞、浪潮云计算、东华软件和中软国际等国内头部企业,在智慧网联汽车、智能电网装备、智慧城市与智慧政务等多方面初步形成场景集成基础。其中,河北数云堂智能科技联合北京数据堂、北京大学共同发布的国内首个人工智能评测数据集,覆盖领域广、数据类型多、数据质量高,标志着保定正式进入人工智能加速发展的新阶段。

产业功能

本单元依托域内中国信通院河北研究院等重点研究机构,将以中关村数字经济产业园为核心载体,充分发挥国家数据标注基地和云算中心建设的机遇优势,全力承接京津雄人工智能大模型评测与应用试验需求。谋划引进集聚人工智能等前沿技术研发与产业化项目,重点推进深度学习、类脑计算、认知计算、自然语言处理、机器视觉等核心共性技术的开发和应用。逐步完善云计算、区块链等前沿技术的研发布局,搭建云中间件、云数据库、数据工厂、人工智能工厂等智慧产品和底层技术服务平台,构建企业、高校、科研机构协同的人工智能与智能装备自主创新与全景应用体系。
